Detective and Inspector Lee is an extremely successful police officer, unmatched in Eastern martial arts, working for the Hong Kong police. The most valuable thing in his life is Soo Yung, the 11-year-old daughter of a highly respected bureaucrat, who has been appointed as the Chinese Consul to the United States. To Lee, Soo Yung is his best friend and guardian angel. However, shortly after the Chinese Consul arrives in the U.S. and begins his new post, Soo Yung is kidnapped by unidentified individuals. As a result, Lee is sent to America with the mission of rescuing Soo Yung from these kidnappers. Upon arrival, Lee faces an unexpected situation. The FBI has also assigned one of their LAPD detectives, James Carter (C. Tucker), to this case. Carter, with his irresponsibility and nonchalance, is a nightmare for those he works with. However, the FBI’s goal is to keep Carter, a foreigner, out of their business.
